Per FAA Advisory Circular 120-76A
Class 3 EFB: Essentially an avionics system subject to airworthiness requirements such as DO-160E hardware requirements and DO-178A software requirements. These range from panel mounted MFDs to custom integrated airwothy systems (such as those based on the FliteServ C3 platform).

FliteServ C3 - Custom EFB Platform

Based on the FliteServ C2 platform (Model FSC2R05), the FliteServ C3 is designed as a starting point for custom Class 2 or Class 3 EFB solutions that require a high performace, high reliability, avionics grade airborne computing device. Built to DO-160E requirements for airborne electronics, and capable of running DO-178B certified software, the FliteServ C3 is ready to support numerous airborne applications out of the box.

In its standard configuration, the FliteServ C3 supports multiple display connections at the same time, including ccockpit EFB displays, Multi-Function Displays (MFDs) and Cabin Entertainment Displays. This enables the FliteServ to deliver EFB application to the flight deck while providing cabin entertainment applications to passengers.

The FliteServ C3 already supports many popular third-part cockpit and cabin displays, with more being added daily.
